A systematic approach to a comprehensive overview of the field of public procurement
The Ministry of Public Administration, in partnership with the European Commission and the OECD, is carrying out a project in which we want from a systemic point of view to fully review the field of public procurement in Slovenia. The OECD will carry out analysis and proposals for improvements to the public procurement system in an unclassified manner through the system desgin policy approach. From various angles of behavior, cultural, legal and macroeconomic aspects, and using the tools of econometric data analysis, we will try to identify the gaps in the system. This is a novelty in the field of systemic approach, where the OECD will perform this review of the public procurement system for the first time. At the ministry, we believe that a wider debate and analysis, not only through the legislative framework, is necessary, and that we approach the analysis of the public procurement system in a different way by changing the system and, more importantly, by improving the ordering system and becoming more efficient .
Within the framework of the project, the members of the OECD and the European Commission will conduct interviews with different stakeholders in the first mission, which will take place in Ljubljana from 23 to 26 April 2019.
